Founding Chairman
Dr. Sabur Ghayur, Founding Chairman, CLAD
The CLAD, established in early 2009, is led by Dr. Sabur Ghayur. Acting as its Founding Chairman, he brings with him over 34 years of professional experience in the field of: management, administration and coordination; research and training/teaching with increasing responsibilities. His last four assignments were with: i) Policy Planning Cell, Ministry Labor and Manpower, Government of Pakistan as “Chairman”, ii) International Confederation of Free Trade Unions-Asian Pacific Regional Organization, Singapore as “Divisional Director”, iii) German Friedrich Ebert Foundation, Pakistan Office as “Deputy Representative & Program Coordinator”, and iv) National Manpower Commission as “Consultant”.

During January 2006 – January 2009, major tasks undertaken by him included:Centre for Labour Advocacy and Dialogue (CLAD) - All Rights Reserved.i) national policy formulation in the areas of: a) employment, b) emigration, and c) human resource development (HRD), ii) making recommendations in the areas of: a) workers’ welfare/pension funds, b) other social security instruments, and c) simplification and classification of labor laws.

The first National Employment Policy (NEP) and National Emigration Policy, prepared under his overall supervision, were based on a consultative process with stakeholders in over 14 cities as well consultative meetings with the Provincial Governments and different Federal Ministries. The Policy drafts were widely circulated to stakeholders seeking comments and suggestions for improvements. The work on the HRD policy was initiated in the latter part of his tenure and a draft prepared was sent by him to the M/O Labor and Manpower in late April 2009.

Sabur also contributed in the preparation of draft National Employment Strategy for Timor-Leste as ILO’s International Consultant in December 2008. He also undertook missions to of Dili in December 2007 and December 2008.

Before January 2006, major work for over 18 years has been in the direction of advocacy, lobbying, policy monitoring and policy dialogue.

He has edited or written, mostly independently and some jointly, eighteen books or reports. He has also written more than eighty research papers/articles; over seventy of which have been published. These are in the fields of: working conditions, child labor, trade unions, industrial relations system, labor laws and administration, manpower development, employment, international migration, labor market information system, IFIs’ policies, education, governance, regional cooperation, and social dimension of globalization and regionalization.
